Baku State University (BDU), founded in 1919, is Azerbaijan's first university: 16 faculties, 127 departments, 197 master's and 70 PhD specializations, more than 30 research laboratories, and research institutes of Applied Mathematics, Theoretical Physics, Genetics and Nanotechnology. It is ranked 688th in the QS World University Rankings 2026, first in Azerbaijan and the leader in the South Caucasus; it cooperates with METU, Moscow State, Indiana and Vienna universities.

The language of instruction and of the thesis can be English, Azerbaijani or Russian. This program is a faculty umbrella: applicants choose one of the faculty's doctoral specializations when applying.
